Honestly, I seriously doubt it. Imagine, if Yata does come back, EVERYBODY'S decks that are strongly competitive will take advantage and be based around Yata, and I'm sure whoever made these restrictions, banned lists, rules, etc. does not want that to happen again. I remember actually that in one of the World Chamionships years back, the top 4 decks were ALL based around Yata. So that shows how good, (or I should say "broken") Yata is and how very unlikely he is to come back.

True but if you don't draw good cards like that he's a waste, and if you draw pointless cards like ODH than that's pointless, so he most likely will just get restricted.
